Cr Tang is a multi-disciplinary professional with over 20 years of experience in the construction and project management. He is the founder of a consultancy firm providing building related consultancy and dispute resolution services.

Currently, He is the Honorary President of The Hong Kong Institute of Construction Managers, President of The Society of Builders, Hong Kong and Senior Vice Chairman of Hong Kong Lo Pan Kwong Yuet Tong. Over the years, he has been actively serving the community by participating different Boards and Committees. He is the Chairman of Building, Civil Engineering and Built Environment Training Board of Vocational Training Council, Member of Advisory Committee of Department of Civil and Environmental Engineering of The Hong Kong Polytechnic University, Member of Buildings Appeal Tribunal Panel, Member of Construction Workers Registration Appeal Board Panel, Member of Registration of Persons Tribunal, Member of Obscene and Indecent Articles Panel of Adjudicators, Member of Licensing Appeals Board, Member of Private Columbaria Appeal Board and Observer of Independent Police Complaints Council.

In the past, Cr Tang was the President of The Hong Kong Institute of Construction Managers, President of Hong Kong Mediation Centre, Director of Joint Mediation Helpline Office and Member of Immigration Tribunal.

Cr Tang has been incredibly supportive to Quality Building Award (“QBA”), serving as Member of Organizing Committee of QBA 2012, 2014, 2016 and 2020, Chairman of Jury Sub-Committee of QBA 2016, Juror of QBA 2018 and currently the Chairman of Organizing Committee of QBA 2022.

Thomas graduated with the Bachelor of Arts (Architectural Studies) – 1st Hon. and the Master of Architecture from The University of Hong Kong. He is a Fellow of HKIA, Registered Architect, Authorized Person–Architect, APEC Architect and obtained the PRC Class 1 Registered Architect Qualification in 2006.

Thomas was teaching architecture from 1998 to 2004 and was the Head of the Department of Architecture in the Hong Kong Chu Hai College from 2003 to 2004 to help the College passed their first architectural degree accreditation by HKCAA. Afterwards, Thomas started his own architectural office in 2004 as the Director of Cheung Kong-yeung Architects Limited and actively practicing in the profession.

On his participation to community services, he is currently Board Member of the Architect’s Registration Board, Director of the HK BEAM Society Limited, Member of the Authorized Persons Registration Committee, Member of the Advisory Committee on the Appearance of Bridges and Associated Structures and the Executive Committee Member of the HK Sea Cadet Corps. He has also been an Exhibitor in the HK Pavilion of the Venice Biennale in 2018 – 100 Towers 100 Architects.

The roles of Thomas serving the Institute include Chairman of Board of Practices, Member of Board of External Affairs, Chairman of the ARCASIA / CAA Committee, Member of Environment & Sustainable Development Committee and Education Development & Accreditation Committee. For overseas services, he is the Deputy Chairman (2020-2021) & the Chairman-elect (2022 – 2023) of the ARCASIA Committee on Social Responsibility.

Ir Edwin Chung Kwok Fai is the President of The Hong Kong Institution of Engineers. He is a civil and geotechnical engineer. In the past twenty-five years, Ir Chung has been actively involved in serving the HKIE in the Executive, Council and different Boards, Committees and Task Forces as well as local communities, including village, rural committees and the Heung Yee Kuk.

He is RSE and RGE under the Buildings Ordnance and was a member of the AP/RSE/RGE Committee. He is also member of the Geotechnical Engineer Registration committee (responsible for registration of Geotechnical Engineer).

After graduation from the McGill University, Montreal, Canada with a Bachelor Degree in Civil Engineering in 1977, and received MASc in Geotechnical Engineering from UBC, Vancouver, Canada in the early 80s, Ir Chung started his professional career with Binnies and is still with this company. He has over 40 years practical experience in both public and private projects in Hong Kong and the Greater Bay Area.

Ir C. S. Ho has served as a member of the Governing Council of HKQAA for years, and has taken the role as Deputy Chairman since 2011 and as the Chairman since 2019. He is also a member of the Hong Kong Council for Testing and Certification and the General Manager of The BEAM Society Ltd.

He previously worked with the Hong Kong Housing Authority as the Chief Building Services Engineer, heading the Building Services Section, responsible for the design and construction of BS installations at public housing estates and ancillary facilities.

He is a chartered engineer, a Fellow of the Chartered Institution of Building Services Engineers and a member of the Hong Kong Institution of Engineers (HKIE), having served as a committee member of its Electrical and Building Services Divisions.

He is also a barrister-at-law, and an Honorary Associated Professor of the University of Hong Kong.

Sr Eddie LAM Kin-wing is a Professional Construction Manager, Registered Professional Surveyor, Chartered Surveyor, and Chartered Builder. He has over 40 years of extensive experience in planning, operating and management of construction projects in various sizes and nature. Sr Lam is the Chairman of Thelloy Development Group Limited, which is providing professional construction management services in Hong Kong for building, RMAA, and MIC works. Prior to joining the Group, Sr Lam has previously worked in Hsin Chong Construction Co., Ltd, Gammon Building Construction Limited and Shui On Building Contractors Ltd. from 1977 to 1993.

Sr Lam has strong connection in the construction industry and is deeply committed to encouraging the younger generation to explore opportunities and develop their careers in the industry. Sr Lam is currently the President of the Hong Kong Construction Association, the Chairman of the Construction Industry Training Board, member of the Construction Industry Council, and an Honorary President of the Hong Kong Institute of Construction Managers. He is also an active advocate of Green Building, promoting the use of sustainable and resource-efficient materials during the construction of buildings.

Sr Lam is also actively involved in serving the community. He is currently a member of the Mandatory Provident Fund Industry Schemes Committee of Mandatory Provident Fund Schemes Authority, and a member of the Pneumoconiosis Compensations Fund Board. He is also a member of the Land and Development Advisory Committee and Building Contractors Committee of the Development Bureau. Sr Lam has also served as the Chairman of the Building, Civil Engineering and Built Environment Training Board of Vocational Training Council (2014-2021) and a member of the Governing Council of the Hong Kong Quality Assurance Agency (2013-2019).

Ir Dr Eric Liu is an inspiring and passionate professional in Vocational and Professional Education and Training (VPET). All his life-long career achievements are connected with VPET. Being the Deputy Executive Director of the Vocational Training Council (VTC), the largest VPET provider in Hong Kong, he is primarily responsible for leading the strategic development of the Health and Life Sciences and the Information Technology Disciplines which offer a full range of pre‐employment and in‐service programmes to suit the manpower needs of the related industries. Ir Dr Liu is also responsible for VTC’s policy issues on smart and green campus development, sustainable development, and digital future initiatives. He is committed to developing strategic collaboration with local and overseas industry partners on VPET to nurture young talents.

Ir Dr Liu is a Manufacturing and Industrial Engineer by profession. He is now a Council Member of The Hong Kong Institution of Engineers (HKIE) and a Member of the Engineers Registration Board. He has been an active Committee Member of the Manufacturing, Industrial & Systems Division of HKIE and Manufacturing & Industrial Engineering Section (MIES) Committee of The IET Hong Kong for more than 20 years. Dr Liu also sits on committee of various industry associations including Hong Kong Electronics Industry Council, Hong Kong Automation Technology Council, and Hong Kong Aviation Industry Association.

Mr Eric PANG is the Director of the Electrical and Mechanical Services Department (EMSD) and the General Manager of the Electrical and Mechanical Services Trading Fund (EMSTF), both of which are under the Government of the Hong Kong Special Administrative Region (HKSAR) of the People’s Republic of China. He leads over 5,000 staff in EMSD. As the Director, he is responsible for enforcing legislations in ensuring public safety on using electricity, gas, railway and other electrical and mechanical installations, and promoting energy efficiency and conservation as well as the application of renewable energy in Hong Kong. As the General Manager of the EMSTF, he administers the provision of one-stop, comprehensive, professional and quality E&M engineering services to government bureaux and departments, as well as public bodies such as the Hospital Authority and Airport Authority. The turnover of EMSTF reaches about $8 billion in 2019/20.

Mr PANG is an engineer by profession. He has over 30 years’ experience in engineering management and public administration. He is a fellow member of the Hong Kong Institution of Engineers (HKIE) and has served as the Chairman of the HKIE Gas and Energy Division.

Sr TANG Hoi-kwan, Edwin is currently the President of The Hong Kong Institute of Surveyors. He is a Fellow Member of the Institute and a Registered Professional Surveyor (Building Surveying). He has served in various positions in the Institute including as the Senior Vice-President (2019-20), the Vice-President (2018-19), the Honorary Secretary (2009-11), the Chairman of the Building Surveying Division (2004-06), and as member of the General Council (2000-07 & 2017-20). He is also representing the Institute and serving as the Convener of the Working Group on Flat Design and Renovation of Community Housing Movement administered by the Hong Kong Council of Social Service.

Sr TANG graduated at the then Hong Kong Polytechnic (later renamed as the Hong Kong Polytechnic University) and joined the then Buildings Ordinance Office in 1985. He has ample experience on the administration of the Buildings Ordinance and had been seconded to the Housing Department to assist the setting up its Independent Checking Unit in 2000. He was promoted to Chief Building Surveyor of the Buildings Department in 2012. Before his retirement in 2021, he was on secondment to the Home Affairs Department as the Chief Officer/Licensing Authority, overseeing the licensing matters in relation to Hotels, Guesthouses, Club Premises, Bedspace Apartments and various entertainment licences.

Kenneth Tsang is currently the President of IFMA Hong Kong Chapter (2021-2022). He is also a Chartered Member of the Chartered Institute of Housing and he was an Executive Committee member of Chartered Institute of Housing, Asia Pacific Branch (CIHAPB) and holding the position of Honorary Treasurer in 2020. He is a member of Royal Institute of Chartered Surveyors (Facility Management Division).

Kenneth joined Wing Tai Properties Investment Ltd since June 2016 and is the Director, Estate Management. He is responsible for all the building operations and property management of the Group portfolio in Hong Kong.

Kenneth has a fruitful experience in property and facility management in Hong Kong and Mainland China over the past 40 years. Kenneth worked for a number of corporate property management services companies namely, Hongkong Land Group, HS Property-HSBC Group, Kerry Property Management Limited, Hutchison Whampoa, Hang Lung Properties and East Pacific Group, Shenzhen, China.

Kenneth is currently a part-time lecturer and delivering the lectures to Master Degree Students at the City University of Hong Kong for 10 years. Kenneth had shown a strong leadership skill to lead a new property management team to provide a top-quality property and facilities management services with the developer in Hong Kong, Shenzhen and Mainland China.

Ms. Winnie Ho joined the Hong Kong Government as an Architect in 1992. Since then her career has been closely associated with development of public buildings, infrastructure and urban planning of Hong Kong. She started with her first posting in the Architectural Services Department (ArchSD), designing and delivering public facilities including schools, public laboratory, leisure, culture and sports facilities and government offices.

Ms. Ho was posted to the Development Bureau in 2010 and assumed the post as the Deputy Head of Energizing Kowloon East Office of the Development Bureau in Feb 2012. She took up the challenging policy initiative to transform Kowloon East from an old industrial area into an additional business district to support the long term economic development of Hong Kong.

She returned to ArchSD in Aug 2016 and started the Innovative Construction Focus Group in 2018 to explore the application of new technologies and innovation in ArchSD’s projects. She also involved in many special projects during this period including the Quarantine Camps and North Lantau Hospital Hong Kong Infection Control Centre using Modular Integrated Construction (MiC) technique to provide many anti-epidemic facilities within a short time.

In Dec 2020, Ms. Ho assumed the post of Director of Architectural Services. She continues to lead the department for improvement on public works through the application of new technology and innovative building solutions to provide a better living environment for public enjoyment in Hong Kong.

Ir Wai Chi Sing has been appointed the Managing Director of the Urban Renewal Authority since 15 June 2016. By virtue of holding that office, he is also the Deputy Chairman of the Board. He has also been appointed a Director of the Board of Urban Renewal Fund since 13 July 2016.

Ir Wai is an engineer by profession. He joined the Hong Kong Government in August 1980, and has since served in the Transport Department, the Highways Department, and the former Environment, Transport and Works Bureau. He was the Director of Highways from November 2006 to June 2010 and was Permanent Secretary for Development (Works) from June 2010 to April 2015 before retirement.

Ir Wai holds a master's degree in transportation engineering from Purdue University in the United States. He has professional experience in civil, structural and geotechnical engineering and is a fellow of the Hong Kong Academy of Engineering Sciences.

Ms YU is a seasoned practitioner with over 30 years of experience in the industry. Starting her career as Housing Assistant in the Housing Department, her extensive management experience covers both private and public housing sectors as well as various types of developments. She is the Chief Executive Officer of Good Excel Property Consultants Ltd. since 2009.

The company employs over 1,300 employees providing comprehensive services not limited to property management but also building maintenance and project management to over 70,000 residential units and a number of non-residential buildings.

Prior to that, Ms. Yu served the Urban Group for 8 years with last position of Deputy Group Operation Manager and the Hong Kong Housing Society for 7 years as General Manager.

On public service, she is the President of The Hong Kong Institute of Housing. She is also a member of the Appeal Panel of PMSA, the Honor Secretary of the Hong Kong Association of Property Services Agent (HKAPSA), Board Member of the Housing Managers Registration Board, member of Po Leung Kuk Lee Shau Kee Youth Oasis Preparatory Consultative Committee, and member of Technical Committee of Hong Kong Building rehabilitation facilitation services Ltd, URA.

Ir Cr Tony ZA graduated from City University Hong Kong, and awarded BSc in Building & MSc in Building Management. Ir Cr ZA has been in construction sector for more than 30 years, and at present is Deputy Head of Contracts Division in Hip Hing Construction Co., Ltd., with experience on residential; commercial; retail; hotel; themed park; logistic center; district cooling system & mixed development projects.

Ir Cr ZA is Fellow Member of Hong Kong Institute of Construction Managers (FHKICM); Fellow Member of Chartered Institute of Building (FCIOB); Fellow Member of Chartered Association of Building Engineers (FCABE); Member of Hong Kong Institute of Engineers (MHKIE); Member of Hong Kong Institute of Surveyors (MHKIS); and is a Registered Construction Manager (RCM) & Registered Professional Surveyor (RPS). At present, Ir Cr ZA is President of Hong Kong Institute of Construction Managers; Honorary Secretary of Hong Kong Institute of Engineers (Building Division).
